In a recently-published non-paper, a working group gathering researchers, civil society organisations, think tanks and tech companies, including the Lisbon Council, Meta and the European Youth Forum, came together to devise five pillars on which a new concept of digital citizenship could rest. Spanning well-being, media literacy, digital empowerment and opportunities, the pillars offer starting points for digital policymaking to both equip people with the capabilities to protect themselves in the online world and ensure that its benefits are equally distributed across society.
